If PO removed the clutch assist spring, this is an easy and free solution. I had a similar issue where my clutch pedal wouldn't return far enough to trigger the switch. Searched the miscellaneous/left over screw bin and did some careful pre drilling and voila the cruise engages now. The good thing is that it can be adjusted to correctly contact the pedal.
