There are a number of things you get with or can get with the T that you can’t on a Base. SPASM is, arguably, the most important of those. Short shifter.
If that doesn’t matter then it mostly comes down to options that are personal and subjective.
Build the Base you’d want and then build the T you’d want. Print out the build/picture pages from the configurator, stick them on the wall and stare at them until you have the answer.

I have recommended either the base 718 or GTS in the past. Having owned a base 718, I can say that with it having a little less power, it does make it fun to drive from a street perspective. You can drive it a little harder while you barely touch the gas pedal on the GTS and you're in trouble. It's not that extreme, but the GTS has 33% more power but only 10% more torque.

Porsche build great T cars across the model range. Thing is, most don’t get the full benefit. The T is a straight-out-of-the-box drivers car that benefits, most of all, from the lightest possible weight. That means NO options. Absolutely NOTHING to dilute the balance/handling/performance. A (very) baby GT3 if you will. Too many buyers place an order…then tick sh*t loads of options and add weight. May as well buy the S/GTS. Whatever, I agree with NoVACayman…good to see a dirty P car that’s clearly been driven!

I can’t offer you a comparative analysis of the MPAs versus other snow tires on Porsches. But, so far I find the MPAs predictable all of the time.
My main goal with tires for the winter is a compound that will be well above its glass transition temperature. Sipes in the tread are a bonus.
re: PCCBs. I can feel a difference in the way it handles versus Base with PASM and GTS with SPASM. I have quite probably the last, if not the only, T with PCCB. My SA had to trade some favors to trade his allocation for one that would finish production prior to the 10/31/20 stop date.

I’ve had both, base and T. T is a little more special. Seems like it drives a bit better.
I left an autocross alignment on the car, because even though I don’t autocross any more….I’m too lazy to change it.
I also like the way the car drives better. Everything but full lock or almost at slow speed. Car no likey.
Can’t go wrong with either. Speed between the two is the same.

For some people looking for a comparison, while this is limited, I can say I haven driven base models and have a few hundred miles under my belt with the "T". The T handles much flatter and more aggressively. The ride is stiffer, but I think I would not call it uncomfortable - Just "communicative". I cannot wait to get this fully broken in and out on the autocross course - I know it will be fun and think it will be quite competitive despite the lower power compared to the other cars in the class.
