Default Targa Top Repairs

One of my many winter projects this year is the Targa Top repair.

When I take the top off and check the operation of the two handles in front, they both turn to the left and they both click when they get to the top. When I have it on the car the right side clicks into place as it should. the left side will not click and the PO had wrapped a wire around the mechanism to hold it in place.

I have looked at this operation several times and I cannot figure out why the one is not engaging. Also these handles are removable and I can tell that the left one does not go in a far for some reason.

Anyone have any idea why this is not working.
