There's no mileage listed, but the ad says "rebuilt to the crank" with a boatload of items that I hardly understand but seems a lot. Plus the paint is shiny.
It's cheaper than a new Civic. What could go wrong?

It he has paperwork on the motor and trans from a good shop you probably can't go too wrong. Targa bar looks to have been repainted in gloss. Quality of paint on the car is an unknown. AC looks to be totally removed. Door panels seem to have no relation to the seats color wise but hard to tell with crappy pictures. If I wanted a targa I would look into the car.

Some H4's and a touch of resto work on the top and she's good to go. .....but isn't it a 2.7 era car? May have had pulled head studs. I'd want to see every last receipt. Love Targas.

17g is Nearing the top of the market for an sc. It's a 3.0 so that is good.
I would be deducting cash for non working AC, CARPET SET AND LOOKS LIKE NO STEREO.. Oops damn cap lock.
Looks to have euro side markers, euro corners and N/A bumpers. A strange one indeed that needs to be investigated.
