Euro Ferraris are only popular with some people. There are probably just as many people that won't consider a Ferrari that is not a US spec car. Also your car has synchros that don't work, 60K isn't low mileage for a 308 (not sure about the condition of your interior, but many with that mileage are kind of beaten up). Plus your car has the dreaded metric sized alloys, so you are stuck with either vintage style Michelines from Coker Tire or you have to find a decent set alloys for that car. If the other guy's PPI checks out and you like the condition of his car, your car plus $5K might be a good option for you.

Without detailed photos hard to say what the value is. 60K miles can be very harsh on the exterior and interior of older Fcars. Even if the top end was done your car has synchro issues.
As for Euro (less weight/no cats/ more hp). It also means in some states the car can't be sold. As for the supposed HP its nearly irrelevant on a 308/328. They are fun to drive but not quick by todays standards. A good running 930 is going to be much quicker than a 308QV.
No one wants the metric tires with the vintage style michelins. Most people that want QVs want them with the later style 16" factory alloys, which your car does not have.
As mentioned previously, if the other guy's PPI checks out and you like the condition of his car, your car plus $5K might be a good option for you.

All I can say about the trade you turned down is what would any of you do with the situation reversed? Say the 930 had tranny problems and that you wanted to trade for a good running Ferrari plus $5k. I don't think any of you would do it. Hell, I wouldn't trade a good running 930 for a good running 328 even.If you think Pcar parts are over priced wait until you get into the prancing horse****.
