Cheap junk. I had a set of those, or some similar thing from ebay, and all the chrome paint started to boil off and coat the inside of the lenses with a nice film. I had IceSharks wire kit and 90/100W bulbs in there at the time, which was probably why the chrome was melting off.
I've got lenses from him now and they are significantly better, well worth the price.

I have seen the IceShark kit on a friend's car. I seriously wouldn't believe that much light could be made possible without going HID if I didn't see it for myself. It was very impressive to say the least!!

You don't want to buy those lenses as they are junk.
If you are tight on cash and don't want to go with my FullBoat kit, just get the Cibie lenses ($115 a pair) and some good 60/55 watt bulbs. Then you are set for future upgrades without having to start all over again.
The cheap lenses, which is what you are looking at, have all sorts of problems. Besides the interior reflective material flaking off, the glue holding the glass lens face to the reflector lets loose and there goes your headlight. And we haven't even talked about beam pattern issues.
This is one area where you really pay for what you get.
