Besides having some physical difficulty to reach the fuse board in perfect condition, I know that one of the tabs "moves" to better accommodate the fuse. Is it the upper or lower tab?
Is there some recommended specific tool to do the job?

I am currently replacing the old style bullet fuses by new type spade ones.
You can order the spaded fuse holders @ digi-key. It will cost you about $50 for the fuse holders (+spades) and $20 for the fuses.
You only need to solder them together.

I hunted around and bought a batch of old stock sealed glass fuses and swapped all mine out.
