FUEL TANK REPAIR SLEEVE INSTALL PROBLEM

FUEL TANK REPAIR SLEEVE INSTALL PROBLEM
I bought the sleeve for the tank on my 82. It is not long enough to fit through the white dish and catch the new filter threads. Do I need to remove the white dish to make it work? I could also maybe enlarge the hole in the dish so the sleeve will fit through.
Thanks for any help with this.

Dont see the connection between the threaded fitting and the white weir? The threads go to the rear of the tank hole, close to flush. No instruction on how to fit it?
