No wait... those aren't exhaust pipes. They're handles. I get it. We are looking at a miniature "928-like" wheelbarrow!

the Sao Paulo registry means it could be about anything under the sun, but I'd bet dollars to donuts you'd find a good old VW under the *** of it.
