There was a study done by a college in Florida that showed that driving while talking on a phone is more distracting than driving while legally drunk. I've known people who could drive while drunk (not extremely, but over the legal limit) or talking on a phone or texting without issue. I've known other people that I wouldn't even want to have a phone or 6-pack in the trunk for fear of them being distracted. It comes down to the person driving, how well they are trained, and their respect for the safety of themselves/property/others.
