"Aircraft torch" is a term dating from the days when small aircraft were constructed with frames made from light steel tubing. Lots of welds in very tight places, so the torch used was/is much smaller than the standard automotive or fabrication torch. Valves and ***** on the front end of the handle, smaller tips, etc.

The Victor JR is the torch of choice for most A&P's who work ok tube and fabric aircraft.
(at least the ones I know, BTW, I was shocked a few months ago when quoted a price on recovering a J3, 50 grand. )

As to the question of a torch or MIG first, the first thing should be a large CO2 fire bottle, after that, a standard size torch and then a good MIG.

I've got a guy that will do it in Ceconite for less than half that. He's good, but slow worker. If it is flyable, I can come pick it up, and deliver back.
