Fog Lights draw power but don't work??

Default Fog Lights draw power but don't work??

I am starting to poke around at other items and the fog lights don't work, even though bulbs look good. To be accurate, I only checked the passenger side bulb and it appears good. When I hit the switch I hear a click and the volt meter drops down, so they appear to be getting the power. But they don't light up. Could one bad bulb be the culprit? Or, is there something more sinister going on. Why would they appear to draw power if they don't work...is that normal? Any thoughts? Thanks!

Pull the connector off the back of the light housing and see if the volts still drop...if so, I would look for some sort of short in the leads...If not, a shorted bulb ? Unusual IMHO.
