I get the feeling you're worried about ruining the rubber boot(s) covering the pump terminals and that's why you can't check voltage there. If so, you can be sure that any mechanic you bring it to will be even less concerned and will simply pry or cut it off.
Here's what I did to soften the rubber boots: rub in a good coat of silicone grease (Permatex Dielectric grease is essentially the same thing if you can't find anything else), then heat them gently with a heat gun. Put some silicone on the wire sheathing as well so the boot will slide back easier. Then gently pry the boot away from the connector.

Update: MP4 is pristine - no need to clean. Cleaned fuse 42 socket as much as possible and pinched the fuse for better contact but still get the 10.75 at U15. When I jumper the relay, I now hear a momentary "thunk" from the fuel pump - not loud at all - so I am getting a response now, but the pump does not operate. I have decided to replace the pump and filter. I will also inspect the tank and strainer to see if we have anything clogging things up. I've ordered a replacement fuel hose and tank seal to button things up after inspecting the strainer.

A few questions:
Does anybody know of fuel line degradation due to ethanol additives? This car used ethanol laced fuel for many years - no choice until only a few years ago when we finally got ethanol free 91 here in upstate New York. That ethanol crap has clogged up every carb nd fuel injector I have and turned old fuel lines into black goo. I hope this has not affected the fuel lines in this 928.
Still need to address the voltage drop over the relay/fuse panel. Any instructions or suggestions?

Update - I replaced the fuel pump and filter and it fired right up. Thanks to all for your help - I am grateful. Much more work to do but for now winter has set in so we will wait till spring to pick up the project. Happy holidays to all.
