Default Brake problem, master cylinder?

I have an issue with the brakes on my C2 I am hoping someone can shed some light on.
The issue is this: If I press the pedal quickly, I get probably 1/2" to 1" more travel than if I press the pedal slowly. Also if I give a quick pump the pedal is firm and high. This happens with the engine off or running, with the car sitting still or moving.
The system is bleed regularly, so I don't think there is any air. I don't think air in the system would explain why a slow press results in a high pedal.

The only thing I can think of is that its something with the master cylinder.

I have two extra used MCs. I'd like to rebuild one, but I can't find seal kits anywhere, and new MC prices are ridiculous.

When the car is off, does the pedal feel the same as running or is it harder to push.

More pedal effort is needed with the engine not running.

Well its def. not a leak in the booster. When was the last bleed? There was a mention in the workshop manual about manually giving the pedal a few pumps when bleeding, but have to be gentle enough not to blow the MC if too old.

Otherwise there are no rebuild kits for these. Your options are to buy a good used MC, find a remanufactured one (some Raybestos brand around, I bought one a year ago), buy new MC (~1200$), or go with a new 993 MC and Booster combo (roughly 700$).

I agree with the master being the problem. I had a similar encounter with my wife's VW
