Suspending your license (so you can’t renew it, get insurance, renew insurance etc.) is how governments are trying to collect.
The abuses in all of this are insane.
At least here in California they can’t suspend your DL for a parking ticket. They can only suspend your vehicle registration after a very long time of unpaid status. An unpaid moving violation, ie speeding tickets they can indeed suspend your license but you have to be given written notice for it to be upheld meaning pulled over at least once and officially notified or at the dmv/courthouse.

OP just said unpaid ticket.
I know in NYS they will not let you re-register your car if you have unpaid parking fines.
LOL. And you would be joined immediately by thousands of others who participate in HPDEs. I'd be first in line. Track Insurance ain't cheap. This issue has been beaten to death over the years in Rennlist. There's always some guy who swears that his insurance company covers HPDEs. A hundred posts later, he is forced to admit that HPDEs are no longer covered.
And if one company would start writing policies that covered HPDE again, maybe even with just a little extra premium, word would get out and they would dominate the market of HPDE drivers and probably make even more profit!
