I think a lemon law car needs to be treated like a salvage / rebuilt title, even if it is a "forever" car, so I would personally use the same criteria.

There are six 2016+ Targa 4S for sale on AutoTrader right now under $90k in the US. I assume they don't all have salvage / rebuilt titles but I didn't check. So I don't think the current ask of $87550 is a good deal.
In my limited experience with two acquaintances who had lemon law buybacks (both Ford Mustangs) they had to jump through many hoops to prove the car couldn't be fixed correctly after several attempts.
It is entirely possible that Porsche did eventually fix this targa top, if that is indeed the only cause of the buyback.
This car would have to be in the low $70s for me to have any interest, and that is only if I absolutely must have a targa.

tons of fake adds on 991's right now. best price I have seen on a stripped one is 42k. I do think some dealerships will get desperate soon though.

There's a lot of beat ones as well. I looked at plenty and DME's came back scary or repainted panels etc

Since it's a non Porsche dealer, no CPO, obviously. It seems a bit high. I would think paying anything less than $120k CAD would be fair, assuming great PPI and needs no work. How are the tires? Service history? In need of anything?

havent reached out to them but good questions to ask. Thinking of playing the waiting game to see if current economy has any effect on higher end cars. If it disappears so be it, also happy with my m3 cs but this one caught my eye.

As a reference point, I picked up my April 17 buld (so 1 yr of warranty left) base cab that had a $125k USD build price for $81k at a non-Porsche dealer at the very end of February. It had 10k mile, 1 owner, clean carfax, perfect PPI and over-rev report, etc.. Using the same depreciation math on your car would be $108k. Looks like there is some room for you to negotiate.
