Default Foam in HVAC ducts

I was changing my cabin air filters and noticed that this foam is partially loose. Should this be glued back down? Or is it like this from the factory for some reason beyond my comprehension?

Hi ARC,
I would just remove it. It was probably there for sound deadening.

That rubber tail is the end of a huge piece of foam that is part of the air direction and sealing of the HVAC "suitcase", If it is obstructing flow I would glue it down or just leave it alone.
