Hi Harry,
Seeing that your car is a low miles example so the stalk switch and relay see little use my bet is on the pump binding as the pump impeller sits emersed in washer fluid and may be subject to corrosion, sediment in the fluid, and leaking fluid on its electrical components. The pump may free up if it is removed and flushed out. My understanding is that it is behind the headlamp pod on the same side as the reservoir on the left side of the car. This should make it easy to get to and remove.

Is there a single reservoir shared for the windshield and headlights? There are two separate pumps; a single pump for the windshield and a single pump for the headlight washer? Finally, where in the car is/are this equipment located? A photograph as a visual aid will be helpful. My continuing thanks for your help.

Here's a pic of mine when I found out one my pumps was leaking and found a nice puddle underneath one day - turned out to be a simple grommet that needed replacing.

We are looking in the frunk by the left headlight?

Yes. Remove the left or driver's side headlight (assuming left hand drive)
