You're all wrong. That car shouldn't have an asking price over $9k, and should sell around $7.5k. Who the heck wants a beat up 993? Good tires should only cost you about $300-400 depending on brand and size.

Assuming OEM rims cheapest tires on tire rack are Sumitomo HTR A/S P01 which are all season W rated...for $398 plus shipping, mounting and balancing. May not be a great tire if OP wants to drive "hard".
Cheapest 1996 Porsche 993 listed on Autotrader...the one the OP is looking at.
So were are you recommending he source the car and tires?

This is one of those questions that is deceptively simple to answer.
Really thrashed cars and really pristine cars suffer from similar challenges when trying to evaluate price -albeit at opposite ends of the spectrum...since they don't have many good "comparables" in the market.
The really simple answer to a value question at either extreme is "Whatever it's worth to you and the seller is willing to accept"
Sure, you could put "salvage" value as a lower floor on the price for a beater, just like you could put the "next better model" as an upper limit on a pristine car. We see it here all the time here on RL... "for that $ you could get a turbo..."
So, to the OP -- determine if your really want that car, decide what you have to put into it to make it fit your needs and make the seller an offer. You'll know pretty quickly if it's too low.

No fuel for the car value, but will add (if you are indeed in the South) that you might try the Sumitomo HTR Z III tire. I just got a set of 4 shipped for my 17" cups for $458.39 from tirerack to tide me over until I find my dream rims MY02's. And must say first impressions are awesome, but they aren't an all-season tire.

I just bought a driver 97 993. Has a couple of door dings, previously repaired accident damage and 84k miles. There were a few mechanical and electronic issues that I sorted myself. The car doesn't have the documented top end rebuild, but is overall MUCH nicer than the car you are looking at....and it came with new tires.
I paid $21k. You might buy the autotrader car for high teens and get a few years use out of it before anything major breaks but I'm guessing it will need a few thousand thrown at it over that time period.

IF the rebuild was done right, you can verify it via documentation or PPI, everything works (sunroof, windows, spoiler motor, HVAC, etc) and it has consistent service records for its whole life I would pay no more than $21K. Any car with 155K is going to have cosmetic challenges unless it's been covered in clear bra its whole life. It sounds like you could get it looking very nice for another few grand and have a car you can drive the snot out of "guilt free."
Don't forget this car will have anywhere from 70-140 less hp than what you're coming from so don't expect to be thrown back in your seat when you floor it.

I get what your are saying about the freedom of not worrying about the paint flaws and dings.
My worry would be if it was not well cared for on the outside, i would guess the mechanicals were not attended to either. Could be a can of worms. I am not much of a wrench so that would mean lots of out of pocket costs beyond the purchase price

If this is from a dealer I wouldn't for a millisecond consider buying such a car. If from a private owner who has had the car since when the engine work was done, I would negotiate something around 20K.
