Must say I am surprised at the dealer pricing of late...
A 1997 C4S with 20,000 miles and no fancy options (beyond carbon fiber inserts) priced at $139,000.

In your opinions: If I don't drive it every day, but I do drive it once a week or so - is that a garage queen?

Not that my opinion is worth anything, but I would say no. A car driven weekly is not a garage queen.
