The issue with a repaint is that it is very difficult to exactly match the color, especially for colors like polar silver. The other issue is that 90% of paint work is done pretty poorly.

Thanks for all of the responses. The owner says the re-spray in question was done due to one side of the car being keyed by the previous owners girlfriend. I know the shop that did the work and they have a stellar reputation around here. I have even used them myself on several occasions. I guess my qurestion is, since it was only on one side and did not involve any body damge should there still be a discount from the asking price of the car?

Purchasing a car is always a negotiation... you can ask for discounts and perhaps you'll get some. But there is no good way to answer your question... has he priced the car properly considering mileage and condition and records (including the respray)? That is the only real question, and we can't answer that with the limited data you've provided.
But the original question... is there dimished value with a respray? How many miles are on this car? Again... if a garage queen, collector car, then yes, some diminished value. If an 80k mile driver, than no, probably not, if the paint work was done well, and there was no body damage.
