On my 2004 MT, I don't think I would need to take the wheel off. Maybe if you were doing it on the ground it would help, but there's alot of room between the side of the bell housing where the CPS is, and the outside wheel. On a lift, I think you'll be fine.
FWIW, I haven't actually replaced the CPS, but I have been down there pulling the transmission for a clutch, IMS, etc. replacement, and the CPS seems straightforward to access.

Is yours a MT or Auto? That may make a difference.
