Are All 996TT Bi-Xenon Lights Self-Leveling?
I’ve searched high and low and I can’t find confirmation that the OEM bi-xenon lights are self leveling or not. The owners manual illustrates the steps to manually adjust, but there is no mention of automation.
Self leveling bi-xenon is a requirement with German spec cars.

yes they are and believe all euro cars with projectors are required by law to have leveling

All self leveling.
But the plastic adjustment arms that control the adjustment are pretty fragile and frequently break. No real indication other than headlights being aimed poorly and visibly broken on an inspection. Two per side, front and rear on drivers side. It's a little plastic dog-bone on the suspension arm.
When I first got my Turbo, I tried several times to adjust my lights and they were never right until I discovered the broken adjuster arm.
This picture shows the control unit (rarely fails) and the plastic arm that breaks all the time:

Ahhhh, I see, so that's what the authorities mean by "load leveling active suspension" as a requirement. This is super helpful! Thanks! I had no idea they were that sophisticated!
I'm moving to Germany and bringing my car. It's been slightly "modified", so I am unfortunately slightly UN-modifying it as best I can, and ensuring that I am compliant with respect to everything else.... and then I'm subject to the TUV engineers approving the few things that I have on the car that are TUV certified.

typically are broken when someone does suspension work and doesn't realise those links are attached, don't think I've seen one break from normal usage

I'll be sure to look at that when I get home - I do not (have not) noticed the self leveling feature, but now I'm looking for it...
