Saudi Arabia is one of the areas where this option is available.
This has to be one of the strangest solutions ever, what was PAG thinking...we will provide a solution but you reall won't want it

I've seen photos of a 993 with the 997S rims on it. So, presumably, the bolt pattern is the same on both cars. Why couldn't you carry a 993 collapsible spare in your trunk? It is very small (balloons up to full size with the compressor, looks like a fullsize tire, unlike the 996 doughnut), definitely not as wide a diameter as the 996 spare, and, assuming you could bolt it on, would work in an emergency. It worked fine on my former 993 with 18" rims and since it was included with the 993 C4S must at least clear the bigger Turbo brakes. I'm sure you could find one at the Porsche graveyards at a cheap price.

Having owned both cars, the 996 spare bolts to the back of the firewall; the 993 spare sits flat under the trunk carpet.

The problem is 997 tires are one inch bigger in diameter than 996 equipment. This alone might be a big problem for the electronics or the drivetrain.

Also the 997S has turbo brakes (if I'm not mistaken) and a 996 spare wheel might not clear them and the suspension.

Just guesses on my part.
