Maybe Edgy can chime in on this, but that's what I was told at Newport Auto when I asked about placing an order through them. Maybe there's a legal out, but they don't tell customers that. I guess the reason for that might be to scare them into really being sure of what they order, so that nobody walks in and orders the ugliest possible combo with no intention of ever taking delivery.

You just touched on it. The reason California dealers even bother asking for a deposit is to get the customer to show good faith and to get the customer “thinking” they have bought a car (in other words to try and take them off the market). Most customers don’t know the law and the dealers use that fact to their advantage.
We also used to ask for a deposit to place someone on a waiting list to try and weed out those that were not really serious.
But at the end of the day, until the customer takes delivery (that includes paying for the vehicle, signing all the papers and physically driving the car off the lot) they can ask for and by law get back their full deposit in the State of California.

As someone mentioned, I believe in California many dealers use the deposit amount to judge the intent of the potential buyer. When I first walked in to my dealership their really crapped salesman cited a $5M deposit. A couple months later (after that guy hit the road) my real salesman merely cited $1000 despite a weird color, etc. (I wanted to put the whole CAR on my AMEXCO but they baulked at that!).

I find it hard to believe that the two could be interchangeable, since we're talking about two orders of magnitude in the difference -- a huge difference that could lead to serious errors if left to ambiguity in the meaning of the suffix.
You say you've seen M and K used interchangeably. Can you cite one such instance?

M was used before K - until kilobytes came along, everyone knew M meant 1000. Check out those roman numerals at the movies next time you're there. Make sure you park the 997 away from the crowd though.

I was involved in the printing industry (back in the day) and we used M to signify 1000 labels and MM for one million.
