In California signing a ticket is nothing more than promising to appear in court. It is not an admission of quilt. Therefore, not signing is a reason to get arrested since you are not promising to appear. If you read the fine print above where you sign you will see that is what it says.

Right now, UHP doesn't know what the consequences for him are going to be because this is still under investigation. Officials are, however, turning the investigation over to the Utah Attorney General's Office to see if there was any criminal wrongdoing in the case."
See you in court, as they say. UT will settle this out of court for a couple mill.
