Default 997.1 TT Tiptronic steering wheel buttons

I purchased my car not too long ago and I noticed my tiptronic steering wheel buttons always work even when I'm in regular D mode.

It is this normal?

Yes, it's normal. If you're in Drive and press for upshift or downshift, the car switches to manual (you'll notice red dots in front of both D and M in your cluster) for a few seconds. It then switches back to fully automatic on its own if you stop using the buttons / paddles (I think it stays in that manual mode longer if you're above a certain rev range, but can't find the exact details).
