The one review said it is pretty good, but if you look, there are other subs out there w/ lower LFE response.
If you are putting it in a larger room, I recommend taking a hard look at the following two:
For music: JL Audio Fathom. Pricey, but I listened to one once and was blown away by the sound quality.
For movies: SVS PB13 Ultra. The reference standard for subwoofers. Half the price of the Fathoms, but this WILL rock the house. It goes all the way down to 10hz, which is way lower than the Gibralter, and you can get a scratch-and-dent for a real good price, like I did. At 150lbs, it isn't small, but I really like the LFE it puts out.

There are a ton of available options, and 7k is a mega budget. Are you after a single sub, a pair, additional eq, or have you even considered building something.
I personally wouldnt be looking at Rel, I would be thinking more along the lines of Paradigm, or Velodyne etc. I would also be thinking about a possible pair of subs. I would be seriously looking into DIY options before parting with all that cash though, an IB with that kind of budget would be amazing and destroy most of what is commercially available.
