The GTS and the Turbo have large air inlet grilles. The horn placement is near these grilles with their openings facing forward; perfect for ingestion of water, snow, salt and other debris that can hamper their operation.
Replacement of these horns requires full disassembly of the front bumper fascia. Chances are that the problem will re-occur shortly after driving thru a heavy rainfall. The OEM harness is too short to install anything else unless of course you splice into the wiring and install aftermarket horns, which, is looking like a better idea every day.

Bill, I did the euro horns in my 993 TT..I gotta do this to my new Blk/Blk 2011 Cayenne TT w PCCB -I already changed the side markers to clear but the euro horn is next. I'm shocked how much better the new Cayenne is...amazing

I've replaced mine twice. Both times the horns were filled with watery gunk. The second time, I turned the horns so that the opening faced up, rather than forward. Satisfied with this, I suppose. However, the horn sound is markedly different.
