anyone know how strict or lenient summit point is on the 103 db sound restriction for HPDE events, not club races or scca/nasa events ?

I've done two events at Summit Point main and noise restrictions were never mentioned. After seeing your post, I googled and see that they exist in theory. The events I attended had a boatload of cars including many unmuffled race cars. Nothing was ever mentioned and the group I attended with is very good about following rules. I see in your profile that you have a 981 GT4 with Dundon. I suspect you'll be fine.

Not to say it cant or wont happen but in the few times i have been there sound levels have never been mentioned or enforced.

You'll probably be fine. VIR has become more of a stickler than SP, as far as mid-Atlantic tracks are concerned. I have seen times (granted, it was years ago) that SP enforced the sound limit. Mainly on Sunday mornings.
