How to fix F1
Step 1: Bring back V8, V10 engines
Step 2: Have more races in Europe and US (high banking ovals should be fun)
Step 3: BOP. weight or air restrictions on strong engines

Listen to what the customer wants.
I think the FIA and F1 forget they are in the entertainment business and that they should not be part of some "Go Green" initiative.
Just let them race and develop.

Put limits on total power, but no restrictions on how that power is made. And bring back refueling.

Smaller team that can't afford test can sell their slots at premium if desire to other team
fastest quality car - all drivers(option) in field get to drive so we see where pole sitter really stands (wishful here)( kinda like after hours entertainment)

Hell, just letting nature take it's course should rid us of him soon enough. Just how far can billions of dollars stretch life expectancy these days??
I don't really see the relevance of the refueling. Nobody runs out, so what difference does it make? If you want to make the skill of the bit crew a bigger factor, give them 5-lug wheels like NASCAR does.
I think they should go back to having multiple tire manufacturers and do away with the stupid rules about needing to use different types of tires. Let multiple tire companies compete and mandate that their tires are available to everyone. May the best tire win.
As for testing... they definitely need to allow some mid-season development of some sort. If one team dominates the first couple races, then we know what the rest of the season will be like.
We know they've limited testing and development and the number of engines you can use in order to keep costs down. How about they mandate the price of an engine and transmission and mandate that the manufactures MUST sell them at that price to anyone that wants one. Keep the rule about the number of engines you can use, not to save cost, but to encourage reliability. They can then spend whatever they'd like on development. Maybe make a standard size and mounting system so they can't change it such that it no longer fits in the cars of the teams that can't redevelop the car around the changes.
The engine builders have lots of money and this system won't bankrupt the smaller teams.

Burning Brakes
They don't run out of fuel only because they are limiting the engine RPM to conserve fuel. Wind them up beyond the 12-13k they're maxxing now and you'll need to refuel the cars when they're making more power in the upper RPM ranges.

The rev limit is due to the fuel flow limitation, not the tank size. That's something that's got to go too. If a team wants to turn up the engine and burn more fuel, let them.

Refueling is key IMO. The cars are way too heavy when they start the race. Also they should remove the hybrid systems and turbo engines altogether which would lower the min weight requirement. Overall the cars to are just too heavy. 07-08 spec F1 cars were the best!!

I would argue to have more races at tracks that always have great races because of the layout and people. Keep more races at the classic tracks, and less races at some of these locations that are just buying off the FIA for a race date.
Tracks that need to be dropped: Baku City (what a joke), Monaco (yeup, I said it!), spain (barcelona/catalunya), 2017 french GP (Paul Ricard - thank god it was dropped the last few years)
2x races a year at Spa, Interlagos, Montreal, Fuji, Hungary, and more...
