is Porsche Dealer required to charge AC

I think my AC is in need of a charge. Both front fans are blowing, the rear compressor is turning but air coming out is warm.

Should any reasonably competent shop be able to recharge the system...

I believe the VR is a separate unit that is on the back of the alternator. That was supposed to have been replaced as part of the rebuild. Unfortunately to get to it, the alternator has to come out.
