91 S2 Starter stays engaged

Need some help. When I start my car the starter stays engaged like the relays are staying open. I can turn the ignition off and take the key out the starter is still cranking. Any thoughts?

A picture would be great! Thanks. I got the seals off the old top. They are in better shape then I thought. It was adhesive all gooped up were it slides on to the metal rail. Both sides are good....
