The black piece looks like it could be a retaining washer for the steering column, but I'm pretty sure that has a small lip around one end to hold it place.

The early piece for the automatic is only 1 piece, usually hold up pretty well too. I can't think of one off of a later car though, is it different? or is it really 2 on both of them and I'm mistaken.
