Default ROW 964 Registration in California

Hello All,

My name is Mike and I recently bought a 964 that was imported from Japan. The previous owner had the car registered in Montana, but I live in California, and I am having a tough time getting the car registered here. I had a VIN verification done, had the car pass a smog check, and the last thing that DMV has told me is that I need in order to get the car registered is a letter from Porsche stating that "the vehicle complied with all applicable U.S. Emission". I spoke with my local dealer, Porsche North America, and Porsche Germany and I am unable to get this letter. I am hearing that the next step is for me to take the car to G&K to get the car CARB certified but I want to avoid doing this, and save some money if possible.

I wanted to know if anyone has any recommendations or advice regarding how I can get my car registered without going to G&K. Thanks!

Following this for updates. Considering an ROW in CA but heard Montana & NC are super easy

I relocated to California from Europe and wanted to bring my 964 with me.
Unfortunately, CARB certification is mandatory and makes it super expensive: $8K quote 5y ago when I moved and $10K last year when I looked at it again.

Sorry to break it to you, but its not going to happen, hence why every one that you see is registered out of State....

I looked into this for my Australian delivered '72 Alfa GTV which I have owned now for nearly 40 years; I gave up after talking to a couple of people knowledgeable in the area and reading some of CARB info. Weirdly my car predates CA smog but runs foul of EPA rules in effect on November 15 1972, even though that is after the car was actually manufactured as they backdate those rules to 1968 manufactured vehicles.
